The authorization is provided through the report assignment mechanism like regular reports. Users who are granted access can view asbestos data. Only users with Asbestos Manager role can update asbestos data (delete, revise, add, import)

Additionally the Checked-out Status Report shows the checked-out status (1 is equivalent to checked-out) and is useful to know which assessments were checked out, by whom, when. Also if only the view button is available on an assessment, that would mean the assessment was already checked out.
The tasks and the report should be used in combination to meet the business needs. For example:
– An assessment should be checked out so that no direct change can be made to its items while the data are revised outside the system, then exported to revise, load back, and check in later. This is except that the user exports the assessment but will not import it back to the system.
– Once an assessment is exported by a user to revise (and load back later), it should not be exported again by another user for the same revising purpose except that the users know what they are doing. This is to prevent the case the changes by one user hide the changes by the other accidentally.
Note: Practically, each assessment should have only one user working on it at a moment. This is to prevent the case the changes by one user hide the changes by the other accidentally
